Why the reports are worth reading as a format
They separate what was found from what is recommended, and they say what the audit could not determine. A reader can tell which sentences are supported and which are inference, which is the property most research summaries lose in translation. The same separation is required of work here by Research.
What it is not
An audit finding about a program is not evidence that a similar program elsewhere behaves the same way. Carrying a conclusion across jurisdictions without checking what bound the original is a misuse of the source rather than a limitation of it.
