Who holds the data, who decides what happens to it, and how that is recorded.

Governance answers a question that technical documentation cannot: when the project ends, who still has a say over the records it produced?

Custody

The preferred arrangement keeps custody with the organization or community that generated the data. Any working copy, access, transfer, or exception should be documented with a defined retention period before work begins.

Decision rights

A project should name a steward with authority to approve or refuse uses of a dataset. That authority and any limits on rhizae’s access belong in the project agreement rather than only on a policy page.

Retention

Working copies should expire on a fixed schedule, with deletion requirements and verification documented alongside the provenance record.
