Data strategy begins by organizing data around real uses and responsibilities before additional tools or systems are introduced.

The governance half

Strategy without governance produces a plan nobody can enforce. A focused pilot can map the arrangements described in Governance and recommend named stewards, decision rights, and next steps.

Where it leads
